TEdit lets you pre-set the hardmode ores that will spawn. For pre-hardmode ores, you need to do a find/replace. Basic steps: 1. Create your world 2. Close Terraria 3. Open the world in TEdit 4. Under plugins select Replace All Tiles 5.

It should be easier to build it with tedit, but building it by hand should give you quite some loot if no npcs are near. Depends on the size of your building. For me, something like this, was done all by hand as everything is really compact and detailed.
